Verizon knows perfectly well what they're doing. Many people wait until the last minute to pay their bill assuming they can pay online.

The Verizon "pay bill" option never works - it just recycles endlessly. The consumer/mark is then forced to call up and make a payment over the phone, which costs $3.50. Multiply that out by a few million and the bucks will build up.

Verizon is deliberately sleezy.

The division into multiple and therefore a bill-too-complicated-understand-I'll-just-pay-it-anyway: same thing. A non-working website + incomprehensible bill is no accident.
